It is a safer/better way to do it. That style safety is similar to the safety on the Winchester Model 70. It is a much quieter safety. No clicks when it engages and disengages.

Fully forward is "fire," fully to the rear is "safe" and locks the bolt closed, and the intermediate position keeps the trigger locked but allows the bolt to be operated to unload the chamber.
